Here’s my filter (no more or less valid than yours):
Someone’s shadow is waving at the camera. Obama has been classified as the “celebrity”, so it’s easy to imagine it’s his shadow.
In the context of the LOL, that would imply that Obama’s shadow “knows what evil lurks in the hearts of men”. Is that because he is evil, or because he’s next to evil?
Or, maybe they are saying it’s evil to wave? Or maybe you should never wave when you’re next to evil? That’s deep.
The line ‘What evil lurks in the hearts of men? Only the Shadow knows’ is from The Lord of the Rings, that’s the joke, because is fits with the image so well.

It’s from the Shadow (Books originally written by Maxwell Grant (actually a nom-de-plume for a group of writers) and later made into a film (although it could have also been made into one of those Saturday Morning Cinema jobs like Flash Gordon, Buck Rogers, etc. Anyone else remember them???) And BTW only true idiots would think that was Obama’s shadow – a. it’s positioned wrongly to be his shadow and b. It doesn’t even look like him. It looks to be like someone is trying to take the piss (by showing how clever he is. “Look at me I’m in the picture too!!” (Don’t you just hate people like that. Wherever there is a camera, there’s a group of idiots who think it’s a good idea to play the fool in front of the camera.)
Considering that GW’s body is completely in the dark, except for on the wrong side, there is no way that could be Obama’s shadow.
How can you not tell that that is Obama’s shadow? It is the shadow closest to him, his shoulders are angled in correlation with it, and finally, there is no mistaking those ears – it’s either Obama or Dumbo, close even if the latter.

My original thought (based on the caption) was that both presidents look innocent, but the shadow looks like it’s lurking, so the poster was saying both presidents are evil deep down, or controlled by evil, or that power corrupts…I dunno.

What radio has it been on – American, British, some other English speaking radio, or all of the above? (Just curious, and the article only said “radio”.)
It was on in the 30s and 40s…mostly on the Mutual network…American radio, but I’m sure it went overseas as well, particularly during the war.. It survived until 1954. Orson Wells spent some time in the title role. A very cool show! You can still hear it on XM Radio on the classic radio channel. I love listening to this stuff on the way to and from gigs. I was a bit too young to hear any of it in it’s heyday but thanks to XM I can catch up now. Yes, I loves some XM Radio. It has become a necessity.
